At least 21 people, including 17 foreign nationals, were killed and more than 40 others were rescued after a massive fire broke out at Flourish Stay B&B in South Delhi's Malviya Nagar area at around 8:48 am on Wednesday.

Eyewitnesses described scenes of panic as flames rapidly engulfed parts of the building. Several people reportedly jumped from upper floors in an attempt to escape, while firefighters, police personnel and medical teams carried out rescue and relief operations for several hours.

The tragedy has triggered multiple investigations into the cause of the fire, possible violations of safety regulations and the legality of the hotel's operations.

Where did the fire allegedly start?

Preliminary findings by the Delhi Fire Services suggest that the blaze may have originated near the staircase on the ground floor of the building.

According to sources, material stored near the staircase is suspected to have caught fire, allowing the blaze to spread rapidly throughout the structure. Officials stressed that the exact cause and nature of the material involved can only be confirmed after a detailed forensic investigation.

Firefighters also discovered LPG cylinders on the premises during rescue operations. However, preliminary assessments indicate that the blaze may have started from material stored near the staircase before spreading across the building.

Authorities have launched a comprehensive forensic probe to determine the exact sequence of events that led to the disaster.

Why did the fire become so deadly?

Investigators are examining whether structural factors contributed to the high death toll.

According to Delhi Fire Services sources, all windows in the building were allegedly sealed, significantly limiting escape routes once the fire intensified and smoke spread through the premises.

Former Delhi Fire Services Director Atul Garg highlighted several factors that may have worsened the situation.

"More than 22 people have died, and this is a very unfortunate incident. This is a very congested area where fire tenders cannot move easily. There is no water source available, and encroachments have made firefighting difficult. Many houses have only one staircase. A lot of smoke was there, and people did not get time to come out. That's the reason why so many people died. Since they had no NOC and other things, I think there were no safety measures available there," Garg said.

The combination of smoke, limited evacuation routes and challenges faced by emergency responders may have significantly increased the number of casualties.

Were there violations of building and operating norms?

Investigators are also examining whether the hotel was operating far beyond the limits of its permitted capacity.

According to officials, the establishment had permission to operate only six rooms under the bed-and-breakfast (B&B) scheme. However, authorities allege that the owner had constructed and was operating 25 rooms on the premises.

Officials further stated that another nearby establishment, Green Residency Hotel, located around 100 metres away, had permission for only six rooms but was allegedly operating 28 rooms.

These alleged violations have become a key focus of the investigation.

What action are authorities taking?

Delhi Police have formed multiple teams to trace the hotel owner and are conducting raids across different parts of the national capital.

BJP MLA from Malviya Nagar Satish Upadhyay said authorities would act firmly against anyone found responsible.

"A total of 47 boarders were in the hotel at the time of the incident; it has a B&B license...currently, 21 casualties have been reported...7 to 8 people are in critical condition, and 3 are on ventilators. The fire has been doused...some bravehearts of the Delhi Police went inside the fire and rescued people without caring about their own lives. An inquiry will be conducted, and anyone who has broken norms and is responsible will be immediately arrested. Other B&Bs, hotels and guest houses that are not following protocols will be sealed," Upadhyay said.

Officials are investigating possible violations of fire safety norms, building regulations and operational permissions.

How have victims' families responded?

As authorities worked to identify victims and provide information, several family members expressed frustration over delays and uncertainty.

One victim's family member said, "Max Hospital said that 2-4 bodies are here, but no one tells us anything much more than that. We do not know the whereabouts of our loved ones. No one is trying to do anything here. We are very frustrated."

The incident has added to concerns about communication and coordination during major emergencies.

What have President Murmu and Prime Minister Modi said?

President Droupadi Murmu expressed grief over the tragedy and extended condolences to the families of those who lost their lives.

"The news of the loss of lives in the fire incident in Malviya Nagar, Delhi, is extremely heartbreaking. I express my deepest condolences to the bereaved families and pray for the swift recovery of those injured," the President posted on X.

Prime Minister Narendra Modi also conveyed his condolences and announced financial assistance for the victims and their families.

"The loss of lives due to a fire incident in Malviya Nagar, Delhi, is tragic. My condolences to those who have lost their loved ones. Wishing a speedy recovery to the injured. Authorities are providing all possible assistance to those affected. An ex-gratia of Rs. 2 lakh from PMNRF would be given to the next of kin of each deceased. The injured would be given Rs. 50,000," the Prime Minister's Office said in a post on X.

What happens next?

Investigators are now focused on determining the precise cause of the fire, examining whether safety norms were ignored and establishing accountability for any violations. The forensic investigation, police probe and regulatory review are expected to provide answers on how a fire that may have started near a ground-floor staircase escalated into one of Delhi's deadliest hotel tragedies in recent years.
