
Delhi Police have launched an extensive search operation for the owners of Flourish Stay B&B after a devastating fire at the property in South Delhi's Malviya Nagar claimed at least 21 lives and injured dozens more.
As part of the investigation, a team of Delhi Police officials reached the residence of Lovkesh Bajaj, a co-owner of Hotel Flourish Stays. Multiple police teams have also carried out raids across different parts of the national capital as authorities investigate potential lapses in fire safety compliance, building regulations and emergency preparedness at the property.
The police action follows preliminary findings that point to serious violations of building and fire safety norms at the establishment.
According to officials, Flourish Stay B&B was permitted to operate only six rooms under Delhi's bed-and-breakfast scheme. Investigators, however, found that the owner had allegedly constructed and operated 25 rooms on the premises.
Authorities also found alleged irregularities at another nearby establishment. Green Residency Hotel, located about 100 metres from Flourish Stay, reportedly had permission for six rooms but was allegedly operating 28 rooms.
Investigators are examining whether these alleged violations contributed to the scale of the tragedy and whether regulatory norms were systematically ignored.

According to preliminary findings by the Delhi Fire Services, the blaze may have originated near a staircase on the ground floor, where some material had been stored.
Officials said the exact nature of the material and the precise cause of the fire can only be determined after a detailed forensic investigation.
Sources indicated that the fire appears to have spread rapidly from that area through the building. During rescue operations, firefighters also discovered LPG cylinders on the premises. However, initial assessments suggest that the cylinders were not necessarily the point of origin.
A comprehensive forensic investigation is now underway to establish the exact sequence of events.
One of the most alarming findings to emerge from the investigation is that all windows in the building were allegedly sealed.
According to sources, the sealed windows may have left occupants with virtually no alternative escape route as smoke and flames engulfed the structure. Investigators are also examining whether the building had adequate emergency exits and evacuation measures in place.
The absence of viable escape options is being viewed as a possible factor behind the high death toll.
Former Delhi Fire Services Director Atul Garg said the location and structural conditions significantly hampered rescue efforts.
"More than 22 people have died, and this is a very unfortunate incident. This is a very congested area where fire tenders cannot move easily. There is no water source available, and encroachments have made firefighting difficult. Many houses have only one staircase. A lot of smoke was there, and people did not get time to come out. That's the reason why so many people died. Since they had no NOC and other things, I think there were no safety measures available there," Garg said.
His remarks highlight broader concerns about fire preparedness in densely populated urban neighbourhoods where narrow lanes, encroachments and inadequate infrastructure can delay emergency response.
BJP MLA from Malviya Nagar Satish Upadhyay said strict action would be taken against those found responsible.
"An inquiry will be conducted, and anyone who has broken norms and is responsible will be immediately arrested. Other B&Bs, hotels and guest houses that are not following protocols will be sealed."
Authorities are expected to widen inspections of similar establishments in the area as part of the post-tragedy crackdown.
As investigations continue, family members of victims have voiced frustration over difficulties in obtaining information about their loved ones.
"Max Hospital said that 2-4 bodies are here, but no one tells us anything much more than that. We do not know the whereabouts of our loved ones. No one is trying to do anything here. We are very frustrated," a victim's family member said.
The comments underscore the anguish and uncertainty faced by families in the aftermath of one of Delhi's deadliest hotel fires in recent years.
The fire broke out at Flourish Stay B&B in Malviya Nagar at around 8:48 am on Wednesday. At least 21 people, including 17 foreign nationals, lost their lives, while more than 40 others were rescued.
Investigators are now working to determine exactly how the fire started, whether safety norms were violated and whether negligence contributed to the scale of the disaster. The findings of the forensic and police investigations are expected to play a crucial role in fixing accountability for the tragedy.
