India Urges CICA Nations to Unite Against Cross-Border Terrorism

India has called on members of the Conference on Interaction and Confidence Building Measures in Asia (CICA) to unite against cross-border terrorism, placing the issue at the centre of its message at the grouping’s seventh summit in Azerbaijan.
Addressing the plenary session in Baku, Minister of State for External Affairs Kirti Vardhan Singh invoked India’s philosophy of “Vasudhaiva Kutumbakam”, or “The World is One Family”, to underline the need for cooperation on shared challenges.
“Emphasized India’s vision of ‘Vasudhaiva Kutumbakam’ (The World is One Family) for peace, cooperation, friendship and countering shared challenges. Called upon all Member States to unite against cross-border terrorism,” Singh said in a post on X after his address.
REGIONAL SECURITY IN FOCUS
Singh arrived in the Azerbaijani capital on Wednesday and was welcomed by India’s Ambassador to Azerbaijan, Abhay Kumar.

Constitutional legitimacy versus political opportunism
Ahead of the summit, he expressed hope that the discussions would help strengthen cooperation and mutual confidence across the region.
“I look forward to constructive deliberations on strengthening regional cooperation, building mutual trust, and advancing peace, stability and security across Asia,” he said.
CICA is a multinational forum that promotes dialogue, cooperation and confidence-building measures to advance peace and security in Asia. Its membership includes India, China, Pakistan, Russia, Iran, Israel and several Central Asian and West Asian countries.
AN INITIATIVE DATING TO 1992
Kazakhstan’s founding President, Nursultan Nazarbayev, proposed CICA during the 47th session of the United Nations General Assembly in 1992.
The initiative sought to establish a framework for regional dialogue and security cooperation, recognising the connection between stability in Asia and wider global peace.
India’s intervention at the Baku summit linked that cooperative vision with a call for members to act together against cross-border terrorism.
