Uttarakhand has imposed a one-year ban on the sale of gutkha, paan masala and tobacco products, Chief Minister Pushkar Singh Dhami announced on Wednesday, citing the need to curb addiction and protect the younger generation.

Dhami said the restriction follows an annual review and reflects the government’s efforts to prevent substance use from affecting young people. He said the harmful effects of such products made it necessary to take steps to restrict their use.

“This is reviewed every year, and after the review, the conclusion that emerges is that all these things need to be stopped,” Dhami said, adding that the government was pursuing the effort at different levels.

Why only for a year?

Section 30(2)(a) of the Food Safety and Standards Act, 2006, empowers a state Food Safety Commissioner to prohibit specified food products for up to one year in the interest of public health.

This legal mechanism helps explain the time limit, though it does not by itself explain why the government chooses renewal rather than a different legislative route.

Uttarakhand has issued similar orders in 2013, 2015 and 2019.

Which States Have Done It?

The restrictions are part of a wider national effort. Odisha strengthened its prohibition in January 2026, while Karnataka issued a similar one-year ban in August 2026.

A 2026 report says 33 states and Union Territories have issued orders implementing restrictions on gutkha and pan masala containing tobacco or nicotine.

The exact scope and enforcement can differ by state.

When Will India Make It Permanent?

There is no confirmed timeline for a new nationwide permanent ban.

The existing central food-safety regulation already prohibits tobacco and nicotine as ingredients in food products, including gutkha containing these substances.

The challenge is ensuring consistent enforcement and closing loopholes involving separately sold products or differently branded chewable tobacco.

A stronger national policy would require clarity on the legal route and the products covered.

Dhami Directs Officials to Address Post-Monsoon Issues

The Chief Minister also outlined administrative priorities following a high-level meeting with officials, saying the government needed to restore normalcy after the monsoon, repair damaged roads and respond more quickly to public grievances.

He called for initiatives such as Jan Chaupal, Tehsil Diwas and Ratri Chaupal to be organised, along with regular Block Development Council meetings. Officials were asked to spend more time in the field, take prompt notice of local problems and ensure their resolution.

Dhami also referred to the government’s outreach in border areas, where officials are engaging directly with residents to communicate Cabinet decisions and policy measures. He stressed the need to provide young people with opportunities to progress.

CM Says Government Ready for Assembly Session

On the upcoming Assembly session, Dhami said the government was prepared to respond to issues raised by the Opposition, provided they were substantive. He called on Opposition parties to raise matters of public importance and said the government would respond to their concerns.

Rudrapur Medical College Gets Seat Allocation Order

Dhami also highlighted developments in medical education, saying three medical colleges had become operational in the state, including those in Pithoragarh and Almora.

He said the government had received an order from the Health Minister on Wednesday regarding seat allocation at Rudrapur Medical College for the 2027-28 academic session. Dhami thanked Prime Minister Narendra Modi and the Union Health Minister for the development.
