
India’s largest port operator, Adani Ports and Special Economic Zone Limited, is pushing deeper into global offshore energy services through a new partnership that signals its ambitions far beyond domestic waters. Its marine arm, Astro Offshore, has signed an agreement with Oceaneering International Inc. to tap into specialised offshore and subsea opportunities in Europe.
The move is being positioned as a key milestone in APSEZ’s long-term strategy to build a globally competitive marine services platform.
At its core, the agreement is about combining Astro Offshore’s growing fleet with Oceaneering’s expertise in deepwater engineering and remotely operated vehicle (ROV) operations.
According to the company, “The agreement marks a significant step in APSEZ's expansion into ultra-deepwater operations and international markets, further supporting its strategy to build one of the world's largest integrated marine platforms.”
This means the collaboration is not just about entering a new geography but also about strengthening capabilities in highly technical offshore operations such as subsea construction and underwater engineering.
Europe represents a mature and technologically advanced offshore energy market, particularly in sectors like subsea engineering, offshore wind, and deepwater oil and gas.
By entering this space, APSEZ is positioning itself alongside established global players while diversifying its revenue streams beyond ports and logistics. The partnership also reflects a broader trend of Indian infrastructure companies expanding into international, high-value engineering services.

APSEZ has been steadily building an integrated marine ecosystem that goes beyond port operations. Its goal is to create a platform spanning logistics, offshore support, deepwater infrastructure, and subsea services.
APSEZ CEO Ashwani Gupta framed the deal as part of a larger global ambition. “This development supports APSEZ's ambition to build a globally diversified marine platform. By combining Astro Offshore's expanding high-specification fleet with Oceaneering's deepwater engineering and ROV expertise, we are enhancing our capabilities in complex offshore operations while expanding into Europe,” he said.
The company has also laid out aggressive expansion targets, aiming to build a 200-vessel fleet by FY31, generate marine revenue of Rs 6,000 crore, and invest Rs 13,000 crore in the business.
A key part of this expansion is the addition of a high-specification vessel. Astro Offshore has acquired its first ultra-deepwater vessel, Energy Savanah, which will be renamed Astro Atlas.
Astro Offshore CEO Mark Humphreys highlighted its importance. “The introduction of Astro Atlas significantly enhances our operational capability and underscores our continued investment in a modern, high-spec fleet, particularly in ultra-deepwater environments. As our largest and most capable vessel to date, she enables us to support a broader range of complex offshore operations and respond more effectively to evolving client requirements,” he stated.
The vessel is a 2021-built 97-metre DP2 multipurpose support ship equipped with advanced cranes, a moonpool, and accommodation for up to 100 personnel. It can operate in water depths exceeding 3,000 metres, making it suitable for demanding subsea projects such as pipeline installation and cable laying.
Subsea activities involve highly specialised underwater engineering work essential for offshore energy and marine infrastructure. These include laying cables, installing pipelines, underwater construction, and maintenance in deepwater environments.
Such capabilities are critical as energy exploration moves into deeper waters and as offshore renewable projects, especially wind energy, expand globally.
The partnership signals APSEZ’s intent to become a serious player in the global offshore services market. By combining fleet expansion with technical expertise through partnerships, the company is aiming to compete in complex, high-margin segments traditionally dominated by international firms.
It also highlights how the offshore energy ecosystem is evolving, with increasing demand for integrated service providers capable of handling everything from logistics to deepwater engineering.
