Multiple residents reported hearing a loud boom that rattled their homes. Videos showed a large fire with thick smoke billowing into the sky.

The oil refinery explosion is believed to have affected a diesel hydrotreater unit within the facility.

What Was the Likely Cause?

While official investigations are ongoing, Jefferson County Sheriff Zena Stephens noted that the blast likely originated from an industrial heater.

Some reports also indicate damage to a diesel hydrotreater unit near the plant's fluid catalytic cracker.

What Did Authorities Order Residents to Do?

The shelter-in-place was issued for the west side of Port Arthur from Stilwell West to South of 73.

Pleasure Island and Sabine Pass were included in the order. Jefferson County officials closed State Highways 82 and 87.

Officials began lifting the order on March 24 as the situation stabilised.

Were There Any Injuries?

Valero confirmed all personnel at the 435,000 barrels-per-day Port Arthur refinery had been accounted for.

The company said its emergency response team was coordinating with local authorities and that worker safety remained its top priority.

Police told Newsweek there are no reports of injuries or fatalities.

How Was Air Quality Handled?

Residents reported a strong sulfur smell following the Valero refinery energy explosion. Both the Texas Department of Emergency Management and the Texas Commission on Environmental Quality (TCEQ) deployed personnel to the scene.

TCEQ spokesperson Laura Lopez confirmed emergency response coordinators were deployed with handheld and mobile air monitoring assets.

What Was the Wider Community Impact?

Sabine Pass ISD closed the following day. Port Arthur Mayor Charlotte Moses said children were stranded in Sabine Pass as buses could not get through road closures.

The oil refinery explosion disrupted daily life well beyond the plant boundary. The Port Arthur facility is a critical hub for US diesel and jet fuel, and with part of the plant now shuttered, regional supply chains are on high alert.
