WHAT PRAGATI IS

PRAGATI is an ICT-enabled, multi-modal platform for Pro-Active Governance and Timely Implementation. It brings the Centre and the states together to clear implementation bottlenecks and improve delivery of projects and welfare schemes, according to the Prime Minister’s Office (PMO).

WHAT WAS REVIEWED

The Prime Minister looked at infrastructure projects across Railways, Ekta Malls and Drug Parks. The focus, the PMO said, was on timelines, inter-agency coordination and quick resolution of problems.

On the PM Ekta Malls, PM Modi said they should offer markets for local products, strengthen the livelihoods of artisans and help them grow their enterprises. He asked for the malls to be linked with tourism and local businesses, noting that more demand could create jobs in rural production, packaging, storage and transport. He also asked Chief Secretaries to review progress regularly and see that the malls are finished on time.

Reviewing the Bulk Drug Parks in Andhra Pradesh, Gujarat and Himachal Pradesh, he stressed that India should put domestic production of active pharmaceutical ingredients and essential inputs first, to build self-reliance.

During the review of the redevelopment of Ahmedabad railway station, he called for faster redevelopment of major stations nationwide to make travel easier for passengers. Redeveloped stations, he said, should work as multimodal transport hubs, with seamless links to the metro and other transport networks.

‘OUTCOMES OVER OUTLAYS’

PM Modi asked Chief Secretaries to review schemes with District Magistrates every month, so that gaps are fixed and benefits reach eligible people on time. Governance, he said, must focus on outcomes over outlays, so that public spending turns into real improvement in people’s lives.

Referring to the Aspirational Districts and Aspirational Blocks programmes, he highlighted the role of convergence, regular monitoring and local accountability. Sustained efforts to strengthen governance and welfare delivery, he noted, had helped nearly 25 crore people move out of multidimensional poverty, the PMO said.

A ‘PROACTIVE WORK CULTURE’

The Prime Minister asked the Ministries and state governments to resolve bottlenecks in mission mode, strengthen coordination between the Centre and states and between agencies, and ensure close monitoring at the senior-most level.

He called for a proactive work culture with more ownership at every level, urging officials to anticipate implementation challenges, take timely decisions and fix clear accountability for finishing projects on schedule.
