The next front in the US-China rivalry may be buried underground in Iran. Beijing and Tehran are expanding scientific cooperation into rare-earth exploration and processing, bringing Chinese researchers together with their Iranian counterparts in a field that has become one of the most strategically sensitive corners of the global economy.
Rare earths are used in everything from electric vehicles and smartphones to permanent magnets, aerospace systems and advanced weapons. China has spent decades building an extraordinary advantage not merely in extracting them, but in the difficult business of separating, refining and processing them. The Financial Times reported this month that China controls more than 90% of global rare-earth processing capacity, while Reuters says Washington is pouring billions into alternative mineral supply chains as it tries to reduce its dependence on Beijing.

What exactly are China and Iran doing?
China's National Natural Science Foundation and its Iranian counterpart have included rare-earth exploration and processing among the subjects for their latest joint scientific workshop programme. The broader collaboration covers five areas, including nanomaterials for disease detection, pollution monitoring, earthquake-resistant construction and greener manufacturing. Rare earths, however, stand apart because of their strategic importance. The programme builds on scientific cooperation between China and Iran that dates back years, with joint workshops previously extending into areas including artificial intelligence, climate change and advanced materials.
Why are rare earths suddenly such a big geopolitical deal?
Because modern economies increasingly cannot function without them. The 17 rare-earth elements help make high-performance permanent magnets used in EV motors, wind turbines, electronics, robotics and defence equipment. And possessing the minerals underground is only part of the equation. The real power lies in knowing how to extract, separate, refine and turn them into usable materials at commercial scale. That is where China has built an enormous advantage. The Financial Times notes that Beijing's position reflects roughly 35 years of investment and accumulated expertise, making the creation of an alternative mine-to-magnet supply chain extraordinarily difficult.
So what could Iran gain from China?
Potentially something more valuable than money: know-how. Iran has geological formations containing rare-earth elements, and scientific research has already examined deposits in different parts of the country. But having promising geology is very different from having commercially viable mines and a sophisticated processing industry. That distinction matters. Even China's enormous Bayan Obo deposit demonstrates that geological resources do not automatically translate into economically recoverable reserves, according to the South China Morning Post. Chinese expertise could help Iranian researchers better understand where commercially interesting deposits may exist and how they might eventually be processed. It does not, however, mean Iran is about to become a major rare-earth producer.
What does China get out of it?
This is where we should be careful not to overstate what has actually been announced. There is no evidence in the programme itself of China acquiring Iranian mines or establishing a commercial rare-earth supply chain in Iran. At this stage, it is scientific cooperation. But strategically, expanding rare-earth research partnerships abroad fits into a much larger contest over mineral resources and expertise. The Financial Times reports that Chinese interests have been acquiring rare-earth assets internationally as Beijing seeks to preserve its formidable position in the industry. Cooperation with Iran potentially gives Chinese researchers deeper knowledge of another country's geological resources while strengthening Beijing's scientific relationship with a strategically important partner.
Why will Washington be watching?
Because the United States is spending enormous amounts of money trying to solve precisely the opposite problem: how to need China less. On August 7, the Trump administration unveiled around $3 billion in investments in critical-mineral and battery projects, including financing aimed at strengthening defence supply chains. Reuters reported that the initiative forms part of a wider effort to rebuild American mineral production and replenish defence stockpiles. Washington has also been backing domestic mining, processing and recycling projects. But the scale of the challenge is daunting. Reuters reported last month that the US remains far from eliminating its dependence on Chinese critical minerals despite federal support running into tens of billions of dollars. China dominates more than 80% of global refining for critical minerals, and American industry may struggle to meet Washington's 2027 target for cutting Chinese supplies from defence procurement.
Has China actually used rare earths as geopolitical leverage?
Increasingly, yes. China has tightened controls on exports of critical minerals and rare-earth-related products and technologies. In June, Beijing imposed export controls targeting 10 US entities, including rare-earth companies MP Materials and USA Rare Earth, following American restrictions on Chinese companies. China has also restricted exports of certain heavy rare earths to Japan amid diplomatic tensions. Reuters reported in July that shipments of several strategically important elements remained halted, affecting industries dependent on Chinese supplies. And the restrictions extend beyond rocks coming out of mines. Beijing has also tightened controls on the technology and expertise required to mine and process rare earths, citing national-security concerns. That makes the decision to cooperate scientifically with Iran particularly noteworthy.
Is this the beginning of a China-Iran rare-earth alliance?
That's too early to say. There is a long road between scientists holding workshops, identifying promising deposits and building commercially viable mines and processing facilities. Iran would need geological confirmation, capital, infrastructure, technology and years of development before becoming a significant global supplier. But the timing gives this modest scientific programme an outsized geopolitical backdrop. Washington is spending billions trying to loosen China's grip on critical minerals. Beijing, meanwhile, is taking its rare-earth expertise into another country sitting firmly outside the US strategic orbit. In the new battle over technology and national security, the most important territory may increasingly be the ground beneath everyone's feet.
