Over the past few decades, Chennai’s Cooum river has turned into a smelly eyesore.  Studies found the river water 80 per cent dirtier than sewage. But all that might change if MK Stalin, Deputy Chief Minister of Tamil Nadu, fresh from a visit to Singapore, keeps his word.
