
The Election Commission of India (ECI) has appointed Neelam Meena as the new Chief Electoral Officer (CEO) of West Bengal following the elevation of former CEO Manoj Kumar Agarwal to the post of Chief Secretary of the state.
The decision comes at a politically sensitive time, with opposition parties continuing to question the role of the Election Commission during the recently concluded West Bengal Assembly elections.
A notification issued by the West Bengal government stated, “The Election Commission of India, in consultation with the Government of West Bengal, hereby designates Smt. Neelam Meena, IAS, [WB:1998] as the Chief Electoral Officer for the State of West Bengal with effect from the date she takes over charge and until further orders in place of Shri Manoj Kumar Agarwal, IAS.”
Earlier, the state government had announced Agarwal’s appointment as Chief Secretary.
“The Governor is pleased to appoint Manoj Kumar Agarwal, IAS (WB:1990), Chief Electoral Officer, West Bengal, and ex officio Additional Chief Secretary, Home and Hill Affairs (Election) Department, Govt. of West Bengal, as Chief Secretary to the Government of West Bengal until further order(s),” the notification read.
The appointment quickly became a flashpoint in Bengal politics, with leaders from the All India Trinamool Congress and the Congress accusing the Election Commission of bias during the Assembly elections.

TMC MP Kalyan Banerjee launched a sharp attack on the Election Commission and Agarwal, alleging that the poll body favoured the BJP during the electoral process.
“We have said this several times that the Election Commission did not act fairly, rather they favoured the BJP...there was a complete understanding between the CEO and the BJP...in the counting halls, they rigged the whole election. Candidates and agents of TMC were lynched and thrown away...CISF and CRPF have played the role of looters...rampant rigging had been done,” he alleged.
Banerjee also criticised the appointment of former Kerala Chief Electoral Officer Rathan U Kelkar as Secretary to the Chief Minister in Kerala, describing the move as “wrong”.
The allegations echoed earlier remarks made by Leader of Opposition in the Lok Sabha Rahul Gandhi, who had strongly criticised Agarwal’s elevation as Chief Secretary.
Sharing a post on X earlier this month, Rahul Gandhi wrote, “In BJP-EC's 'Chor Baazar' (Thieves' Market) - the bigger the theft, the bigger the reward.”
The BJP has not publicly responded to the latest accusations.
The controversy is unfolding against the backdrop of the 2026 West Bengal Assembly elections, in which the Bharatiya Janata Party registered a major electoral breakthrough.
The BJP won 206 seats in the 294-member Assembly, a sharp rise from the 77 seats it secured in the previous election, dramatically reshaping Bengal’s political landscape.
In the run-up to the elections, both the TMC and Congress repeatedly alleged that the Election Commission was functioning at the behest of the BJP. Disputes surrounding the Special Intensive Revision (SIR) of electoral rolls also triggered repeated confrontations between the TMC and the ECI.
With Neelam Meena now taking charge as Chief Electoral Officer, the appointment is likely to remain under political scrutiny as tensions between the ruling BJP and opposition parties continue in West Bengal.
